Target

The International League of Victims of Abuse of Power/Internationale Liga der Opfer der Gewaltherrschaft Foundation LTD
(ILVAP/ILOG ) was founded in 1999 mainly by European victims of dictatorial transgressions as a task force in pursuit of justice,
especially focusing on the mutual recognition of the rule of law and the fundamental right of private ownership.

Since the so-called "democratic heirs" of totalitarian governments have been reluctant to redress in a satisfactory manner
the mass confiscations perpetrated by their predecessors the International League's main objective is to encourage and initiate
the passage of long overdue enactments regarding the prompt restitution or equivalent compensation for the unlawful seizures.

Interacting inter alia with highly reputed legal scholars, supranational and international institutions along with national governments
the organisation will seek to develop common binding principles to resolve still pending ownership claims. These principles will be
directed towards promoting the interest of individuals or their heirs who were systematically dispossessed of their property.
In order to achieve the envisaged objectives a petition was a priori submitted to the European Parliament (Summer 1999).
People from all around the world participated. The appeal essentially demands the restitution or equivalent compensation of
unlawfully looted properties -moveable and immovable properties were deliberately seized mainly to victimise people because
of their religion, ethnicity, national or social origin, or opposition to such regimes-.

The initiators' request bears reference to international laws, safeguarding property rights (e.g. Hague Convention 1907, the
Versailles Treaty 1919 and the Kellog-Briand Pact 1928 etc.) and to recommendations expressed in the decision of the
United Nations Human Rights Committee of 19th June 1995 as well as in resolutions No.40/34 (1985) and 1998/43 of the
United Nations, No. 1096 of the Parliamentary Assembly of the Council of Europe, No. B4-1493/95 of the European Parliament,
No.19 of the U.S. House of Congress, No. 73 Senate Concurrent Resolution and No. 562 of the U.S. House of Representatives.
On the 28th October 1999 the petition (No. 437/99) was declared admissible by the Committee on Petitions of the
European Parliament.
